Without the dedicated voice of a CASA advocate, many children risk returning to unsafe environments or remaining in long-term foster care without the stability they need to heal and grow.

The Impact of Abuse and Neglect

    academically behind—many enter care at least one year behind their peers.

  • chronic health issues—many don’t receive regular medical checkups or mental health care.

The Oregon Department of Human Services (ODHS) works hard to keep children safe, but they can’t do it alone.

The Reality in Oregon

  • In FFY 2022, ODHS received 87,529 reports of suspected child abuse or neglect.
  • 7,455 of those reports were substantiated.
  • 19 children in Oregon died from abuse or neglect that year.
  • About half of all child abuse victims in Oregon are under age 6.

Common risk factors associated with child abuse include:

  • Parental substance use
  • Domestic violence
  • Unemployment
  • Law enforcement involvement

CASA volunteers and staff are mandatory reporters
under Oregon law. We are trained to recognize the signs and speak up for children when they can’t speak for themselves.
